New Requirements for Norwegian Goods in Transit (NVIT)

From 31 March 2026, stricter requirements will apply to information about goods transported domestically via Sweden or Finland. Below is an overview of what NVIT is, what is changing - and what you as a customer need to do.

What is NVIT?

Norwegian Goods in Transit (NVIT) refers to goods transported from one location in Norway to another but routed via Sweden or Finland.

This is a common transport method, especially between Southern and Northern Norway, and is essential for efficient logistics and supply in the north.

Because the goods are temporarily transported through the EU, they are subject to EU customs and transit regulations.

What is changing?

The EU has introduced stricter requirements for goods information when transporting through the customs territory (NCTS-5).

From 31 March 2026, more detailed information must be reported – at item (line) level.

The new requirements include:

  • HS code (minimum 6 digits)
  • Precise goods description
  • Gross weight
  • Net weight

Previously, simplified information was allowed, but this transitional arrangement is now being phased out.

What does this mean for you?

If you send goods via Sweden or Finland, you must ensure that correct information accompanies each individual item in the shipment.

This applies to:

  • Domestic shipments
  • Imported goods forwarded within Norway
  • E-commerce and B2C/B2B shipments

In short: If your shipment is routed via another country, these requirements apply.

What do you need to do now?

To be prepared for the NVIT requirements, you must:

  1. Identify your goods
  • Add the correct HS code (6 digits)
  • Ensure a precise goods description
  1. Ensure proper data flow
  • Integration between ERP and TA systems
  • Prepare data for electronic submission
  1. Submit information digitally

NVIT data must be submitted via:

  • TA system
  • EDI (e.g. IFTMIN)
  • API / Booking solution (see our Booking API)
  • Portal (where available)

Email or manual solutions are not supported.

Find the correct HS Code and Goods Description

When classifying goods, it is essential to find the correct HS code and corresponding goods description.

The customs tariff, based on the HS nomenclature, serves as a reference for item numbers and descriptions for all types of goods. Use the first 6 digits to meet the NVIT requirement. For more informarion on how to find the correct HS-code and goods description, visit Tolltariffen.

What happens if information is missing?

During a transition period, the Norwegian Customs Administration will:

  • Not stop transports
  • Focus on guidance rather than sanctions
  • Accept what is considered “good enough”

At the same time, businesses are expected to adapt to the requirements as quickly as possible.

Important to be aware of

  • All information must be submitted digitally – not on the package
  • Data must be provided per item line (not per shipment)
  • General descriptions such as “clothing” or “goods” are not sufficient
  • HS codes must be correctly formatted (6 digits, no spaces)

What are we doing at PostNord?

We are actively working to adapt our systems to the new requirements and have already started implementation.

This includes:

  • Development of new solutions for receiving NVIT data
  • Close dialogue with the Norwegian Customs Administration and the industry
  • Continuous improvements and updates

Transport will continue as normal, while we gradually adapt to the new requirements.

What happens going forward?

Although the deadline is set, it will take time before all stakeholders are fully compliant.

Therefore:

  • Start preparations as early as possible
  • Establish good routines and system support
  • Share as much accurate information as available

The better the data quality, the more efficient and predictable the transport.
